Today, cities routinely give developers condemnation powers in tax increment financing (TIF) areas. Typically, targeted properties are being condemned for retail development in so-called blighted areas.

Issues arising with giving private developers access to condemnation powers include the "blighting", the alleged public purpose, and the amount of compensation.
